The dog that is RECOVERED by CITIZEN
The dog that experiences a recovery by
citizen is usually off its property and is on a public street or in a public area. The dog has been discovered by a citizen
who makes the decision to recover the animal for safety and return or other less altruistic reasons. The
majority of citizen recoveries are SAMARITAN RESCUES with the rescuer's intent
being to find the animal's rightful owner. This is the most common situation and what we all hope for when a dog goes missing.
Unfortunately, if the dog does not have on identification in the form of an easy to use phone number, the extent that individuals
will go to to find a dog's owner varies depending on the individuals ethics, background and task management skills. Dogs with
only a vet or rabies tag on are not in a much better situation than a dog without ID as many people will not take the time
to do the research to find the owner. When children find a dog, they may call the phone number on a tag or collar but they
will not call the "dog pound" or a vet's office from the tags. In some circumstances,
a recovery of this type can result in a FINDERS KEEPERS or RESCUER RE-HOME
situation. This happens much less than most imagine. The most likely dogs to experience this situation are those
that do not have a the pet owners current phone number on a tag or their collar. Most people's natural and compulsive tendency
is to call the number on the tag or collar. It is when the pet has been with a rescuer for a period of time that the citizen
may decide to keep the pet or re-home it on their own.
In other circumstances, certain dogs maybe RECOVERED FOR REWARD and retained with the individual's intent being to collect the reward.
This most often happens with designer dogs such as the Yorkshire Terrier and other small pocket pups or dogs that the finder
knows are cherished family members. SEIZED FOR RESALE
is a situation where the dog is seized from the street with the intent being to sell the dog. This is unfortunatley, happening
more and more with designer dogs and pocket pups and is considered to be a nationwide problem. Quick
and concise action is critical to get these dogs back.
